Solved the problem myself by downloading the file for a Windows 10 install disk and reinstalling Windows on this brand new Dell desktop computer. There must have been some corruption in the original factory install of Windows 10. My original intent was to try to find a way to repair the Windows OS but, after I found out that I could reinstall and keep my files and programs, I just went for the reinstall.

It took less than an hour. After the reinstall, Windows now sees all my peripherals. Focusrite Scarlett 18i8 Driver Windows 10 here. Hope this helps somebody else.
